Just who are the Hells Angels – a club of rebel bikers or a gang of crooks? In 2002 the Federal Government launches Operation Black Biscuit, which is meant to answer this question once and for all. The plan is to create a fake motorcycle gang that will ride alongside the Hell Angels and befriend them. But the undercover bikers get too close – and have to join the club. They are now at the beck and call of the Hells Angels and under extraordinary stress. The ATF decides to call time on the operation, but do they have the evidence they need to bust the Hells Angels apart?
